Planning an Exterior Change?
Maintaining the character and appearance of Starling and Preserve is a shared responsibility. Many exterior changes to your home or property require approval from the Design Review Committee (DRC) before work begins. The DRC reviews homeowner applications to help ensure proposed improvements are consistent with the Association’s Design Guidelines and community standards.

1. Review the Guidelines
Before starting your project, review the Design Guidelines for requirements that may apply to your proposed change.

2. Submit Your Request
Complete a Design Review application and include any required plans, photos, color selections, surveys or other supporting information.

3. Wait for Approval
Do not begin work until your application has been reviewed and you have received the required approval.
What Projects Require Design Review?

- Fences
- Screen enclosures
- Doors & windows
- Exterior lighting
Landscaping & Property
- Landscape changes
- Trees & shrubs
- Hardscaping
- Pavers & walkways
- Pools & spas
- Drainage changes
Equipment & Improvements
- Solar panels
- Generators
- HVAC/equipment placement
- Permanent holiday/accent lighting
- Other visible exterior modifications

Design Guidelines
The Design Guidelines provide detailed standards for exterior modifications, landscaping, maintenance and other improvements within Starling and Preserve. Homeowners are responsible for reviewing the applicable requirements before submitting a Design Review request.
Design Review Committee
The Design Review Committee is made up of resident volunteers appointed to review proposed exterior modifications in accordance with the Association’s governing documents and Design Guidelines.

Before You Begin
Approval from the HOA does not replace permits or approvals required by Hillsborough County or other governmental agencies. Homeowners are responsible for obtaining any additional permits required for their project.
