Supporting Our Community

The Starling FishHawk Homeowners Association committees are made up of resident volunteers who work alongside the Board of Directors and Association management to support the community. Each committee has a specific role in helping maintain the appearance, standards, and character of Starling and Preserve. We appreciate the time and experience our committee members volunteer on behalf of their neighbors and community.


Design Review Committee

The Design Review Committee (DRC) helps preserve the appearance and character of Starling and Preserve by reviewing homeowner requests for exterior modifications and improvements. The committee evaluates applications using the Association’s governing documents and design guidelines, helping ensure proposed changes are consistent with established community standards.

Violations Enforcement Commitee

The Violations Enforcement Committee (VEC) is an independent committee composed of resident volunteers who are not members of the Board of Directors. In accordance with Florida Statute 720.305(2)(b), the committee reviews fines and suspension recommendations after the Board has made an initial determination that a violation has occurred.

The VEC’s role is limited to approving or rejecting the proposed fine or suspension. Committee members are appointed by the Board of Directors, and the VEC meets monthly on the third Thursday.

Communications Committee

The Communications Committee is made up of resident volunteers who help facilitate clear and timely communication between the HOA and the Starling and Preserve communities. The committee supports community updates, newsletters, announcements, and other communications intended to keep homeowners informed. The committee drafts and distributes relevant communications directly to homeowners. While the committee operates independently, it coordinates with the Board of Directors as needed to help ensure communications are accurate and aligned with community priorities.

The Communications Committee meets on an as-needed basis based on the communication needs of the community.
