Many exterior changes to your home or property require approval from the Design Review Committee before work begins. This can include painting, roofing, landscaping changes, fences, hardscaping, pools, exterior lighting and other visible modifications. Review the Design Guidelines before starting your project.

Design Review requests are submitted through the Resident Portal. Be sure to include the information required for your project, such as plans, photos, surveys or color selections.

Homeowners are responsible for routine maintenance of their property, including lawns, landscaping, shrubs, trees, mulch, hard surfaces and the exterior of the home. Our Community Standards page provides helpful year-round reminders and a monthly maintenance focus.

This depends on where you live. In Preserve, roads and sidewalks are maintained by the HOA. Public roads and sidewalks outside HOA-maintained areas are generally handled by Hillsborough County.

Many of the recreational amenities used by Starling and Preserve residents—including pools, clubhouses, parks and other common recreational facilities—are maintained by the FishHawk Ranch CDD.

Many community streetlights are maintained by Tampa Electric (TECO). Outages can be reported directly to TECO, and you may need the pole number or location of the affected light when submitting a report.

Questions or concerns involving Association standards or a property within Starling or Preserve can be directed to Community Management. Management can review the concern and determine the appropriate next steps.

Questions about your HOA account, assessments, payments or Association-related account matters should be directed to Community Management or handled through the Resident Portal.

Association documents, Design Guidelines, community standards and other homeowner resources are available through the website and Resident Portal.

Starling and Preserve are supported by several organizations, including the HOA, FishHawk Ranch CDD, Hillsborough County and Tampa Electric. Use the contact guide below to identify the organization responsible for your question or service request.

Streetlight Out?

Streetlight issues can be reported directly to TECO. Residents may need to identify the affected light or location when submitting a report.

TECO provides electric service and maintains many of the streetlights throughout the community.
