Starling FishHawk Homeowners Association serves the Starling and Preserve communities. The Association helps maintain community standards, oversees Design Review, manages Association responsibilities, and supports the long-term appearance and character of our neighborhoods.
What Does the HOA Do?
The HOA is responsible for the governance and administration of Starling and Preserve as outlined in the Association’s governing documents. While many responsibilities are shared across both neighborhoods, some services and infrastructure differ between Starling and Preserve.
Community Standards
The Association establishes and administers standards for the maintenance and appearance of homes and properties throughout the community.
Design Review
Exterior changes and improvements may require review and approval before work begins.
Association Management
Community management supports the Board, homeowner accounts, Association operations, compliance and HOA-maintained property.
HOA or CDD — What’s the Difference?
Starling and Preserve are part of the larger FishHawk Ranch community, which means residents may interact with both a Homeowners Association (HOA) and a Community Development District (CDD). Although both help maintain the community, they are separate organizations with different responsibilities.

A Community Development District, or CDD, is a special-purpose unit of local government established under Florida law. It provides and maintains certain infrastructure, amenities and services within the larger FishHawk Ranch community.
